Who Can Absentee Vote in New York?
Any voter who meets one of the following qualifications may vote by absentee ballot:
1. Voter is unavoidably absent from his/her county on election day; or 2. Voter is unable to appear at the polls due to illness or disability; or
3. Voter is a patient in a veteran's administration hospital, 4. Voter is detained in jail awaiting grand jury action or confined in prison after conviction for an offense other than a felony.
How Can I Acquire an Absentee Ballot?
Applications for absentee ballots are available at the County Board of Elections. Once
completed, applications must be mailed to the County Board no later than the seventh day before the election or delivered in person no later than the day before the election.
Voters may also
request an absentee ballot by sending a letter to the County Board of Elections. The letter must be received by the County Board no earlier than 30 days and no later than 7 days before the election. The
letter must contain the following information:
- The address where the voter is registered - The address where the ballot is to be sent - The reason for the request
- The signature of the voter.
An application form will be mailed with the ballot. The application form must be completed and returned with the ballot. Those who cannot pick up a ballot or will
not be able to receive it through the mail have the right to designate someone to pick it up for them. Only the person designated on the application may pick up and deliver the ballot.
How do I Return the Absentee Ballot and What is the Deadline?
In order to be counted, the ballot must either be delivered to the Board of Elections by the close of the polls on Election Day (9:00 p.m.), or be postmarked the
day before the election and received by the Board of Elections no later than seven days after the election.
Other Information on Absentee Voting in New York
If a voter is permanently ill or disabled, he/she has the right to receive an absentee ballot for each subsequent election without further application. He/she must simply
file an application with the Board of Elections containing a statement which describes the particulars of the illness or disability. The board will review the facts stated and, if satisfied, will mark
the registration record. The voter will then automatically receive an absentee ballot for every election until the registration is canceled.
